Can't craft Titanium from scrap?

I have like 7 metal salvages, but the option to craft Titanium is nowhere on the Fabricator. I have gone through every section and found nothing. Can someone help? Am I missing a step in making it?

Yeah, the top of my third third option is Titanium Ingot. Should I just reinstall?

yeah, then you're bugged. try verifying the intergrity of the game cache first. if that don't work, you might have to reinstall.

Is your PDA inventory completely full? Like, no open slots at all? If so, try dropping 1 piece of scrap metal to open up 4 slots and then go back and try converting 1 piece of scrap into Titanium. Dunno if this is a bug or an intentional game mechaninc, but I've had the fabricator "bug" like this when my inventory was completely full.

Also, did you save, exit to desktop and try going back in yet? Or close out of Steam and relaunch Steam? And Verify Integrity Of Game Cache yet? I'd try those all first, because uninstall>reinstall means you lose any saves you have.
