Report a translation problem
It's important that these issues get brought up to address user understanding. I don't know what their stance is, but the devs might be trying to make a game that doesn't require referencing a wiki to play. If the reason the user can't do this is balance, it would be good to make that clear to the user earlier in play (perhaps as part of the build tool's first time tutorial) so they don't get frustrated.
I MAY have spent several mintues trying to swap out the ones in the lifepod because it seemed like it might be a good idea....
Self-recharging power cells? Definitely a good idea to try to salvage those.

Although the lore suggests there is a reason to have the PDAs be limited in their data, even the basics should be included in the 'congratulations on not dying' side of things.
With some 'flavor text' to indicate it is 'general purpose' data not 'specialized' for handling an aquatic survival situation. So the info could have stuff for other environments also, although the aquatic one would be the only thing of use.
For added fluff, there could be stuff mentioned that is not available, with side notes for why they are not available.
For example, mentioning an armored door for hostile environments (there is I think mention of volcanic conditions), stating such schematics will be 'unavailable' in 'environments with high moisture content', or maybe silly mentions of schematics being disabled due to budget limitations and issues with renewing licenses for use of said schematics.
So it is both useful for survival situations, let also gives the feel the information is setup for all sorts of situations, and not just surviving on a water planet, and that corporate meddling has prevented us from having the good stuff.
