Report a translation problem
Straight up "Aquarium" is just for show, fish won't grow in it. It will take up basically a whole Multipurpose room for a single Alien Containment, but that's your only option for raising your own fish.
Alien containment will let fish breed with eachother (You'll need to attach a hatch to get in, and drop off the fish). 10 per floor. You only need it 2 tall if you want to grow your own creepvines on the plant options.
I assume you already have a Multipurpose Room stacked at least 2 high, along with a ladder on the side of the Room to get between levels.
Are you trying to connect the second Alien Containment above or below the first one you built?
If you are trying to connect from below, that might be a problem since the first one forms the 'floor' of the Alien Containment
If connecting it from above is where you have the trouble, try to am the Builder at the center of the top of the first one (the top off the lower level Alien Containment should create a 'windowed floor' on the second level to allow you to look down into the Alien Containment from above)

I have noticed ladders sometimes seem to be finicky when placing them in the side of a Room with multiple levels.

Also, one thing you can do is put a Hatch on each level of the Alien Containment, so it doubles as another way to get between levels.
