Not unless your base is without power. (which is kind of bad since that also means no 'fresh air' in the base)
If such an option to turn interior lights on/off is not in game yet, then it would be a handy and nice feature for the devs to add.

Baring that, it would be nice if it shut down on its own if the base has solar power that can provide power during the day. Heck, maybe even settings for the bioreactor (and nuclear reactor) to set 'when' it turns on. Such as if power reserves drop below 25%, or power usage exceeds power generation by 50%, or something like that.
