Reinforcement panels

I am trying to install reinforcement panels on a multipurpose room. It only shows a red outline, whether I try from outside or inside. Any ideas why that won't work? Thanks in advance.

EDIT: I can reinforce the moonpool but not the MPR

Have you build something inside? Locker or anything that can block the reinforcement.
Remove that, reinforce and rebuild!

Don't bother trying to reinforce a multipurpose room. You can reinforce a base by placing the reinforcement panels in the I connector tubes in sections that are bare (i.e., do not have a locker or other improvement).

Unless you want those connector tubes to be made out of glass.
