Did you turn on the pad before turning on the oculus software?
I've heard that having other controllers/keyboards plugged in can freak Subnautica out, so disconnecting any of those would be good.
I also found somebody on Reddit recommending launching Subnautica VR from the desktop AFTER SteamVR, and clicking into the Subnautica window that pops up.
I'll just play other VR games instead.
Make sure you have an active window with the game, and that the batteries are in good condition.
But of course, playing Subnautica is not mandatory
I realize you're using an Xbox controller, but this may work for you. The main thing is that you don't want Steam to connect to your controller, and the only way I've found to prevent that is by running another program for your controller to connect to.
