You are missing out on a few other things as well if you don't have silicone rubber this far into the game. Swim fins use rubber and the knife uses rubber. You need the knife to cut creepvine and creepvine makes fiber mesh, The radiation suit takes fiber mesh and lead. It does not use rubber.

I think you need to pick the glowing yellow things stuck to the giant seaweed plants

then craft knife

then cut mentioned giant seaweed plants with knife to get fiber

then use fiber to craft suit

If in doubt in this game;
Scan EVERYTHING (yes, all caps)!!!
Read everything, normally after having scanned it.
Pick up one of everything.
Build one of everything.
Hit one of everything with the knife (unless it's bigger than a stalker and looks like it would hit back far harder).
Scan EVERYTHING!!!

Most problems will be solved after having done just the first two/three listed.
