Run the game from a SSD.
This problem has plagued the game from the start.
When you can see the flora waving on the next ridge, your're good to go.
Of course, then there are the deep zones.
Sometimes validating game files, or reinstalling the game can fix a few zone loading slowness issues, but more often than not there is nothing you can do about it.
Just a limitation of the game, it was baked in from the start when they built the engine.
The experimental branch performs a lot better for many people (including me) when it comes to FPS and chunk loading.
Downsides are: no mods, and it's called experimental for a reason. Sometimes fixing one thing can cause another thing to break.
