although there are a few things that are set to be guaranteed. pretty sure the seaglide by one of the escape pods is a set spawn, and the prawns and seamoth in the aurora are set spawns.
Time was, you'd get people calling you a liar for claiming laser cutter fragments still spawn inside rooms you can only access with a laser cutter. Now it's so longstanding they just skip to making excuses for it.

I unlocked the entire cyclops start to finish in about 5 minutes for my launch save, but that's because I was blessed by the RNG, not because I'm better at videogames than the dozens of threds about people unable to find that one last piece they need even with a wiki open in their lap.
But admitting to such a flawed system, takes away that cheap soapbox for people to try and prop themselves up with the long tradition of threads about people still unable to finish unlocking any given object.
What's that? You spent five hours looking already? Clearly your problem is that you are not trying hard enough! Just like the last fifty people with your problem!
Are there any Fragments that are fixed (other than the Degasi Floating Island Base)? Or maybe the algorithm fixes certain Research in certain biomes but within random spots of that biome.
I once found a small Wreck with like 10 Beacons in it!!! :P
HOWEVER! There will ALWAYS be all fragments with all blueprints in a fresh game if you don't do something silly like fudge with your save games. Things like the Degasi base modules are also fixed, yes.
I do like the slightly randomized nature of the search - it changes your approach to progress drastically between games. I haven't encountered ImHelping's problem (because I search every small crate, nook and cranny) but it MIGHT happen.
