I consider him most dangerous too as he has large threat rangeand is very aggressive.
Sea dragons seemed as joke in comparison they just floated in big circle and occasionaly fired breath at me which was easy to evade. Found just 2 ghost leviathans on my travels - one I jsut evaded and the one at lost river entrance just disappeared (first I was going through jsut with seamoth at bottom of sea but 2nd time I went through with Cyclop anbd he was nowhere to found..) - was somehow dissapointed that gretest danger is the first you met.
The difference is the Ghost and Dragon Leviathans are spawned in specific locations that are both difficult to get too unintentionally and far away from being a starter player. On the other hand, although we know generally which biomes the Reapers spawn in, there are a lot more of them and they tend to wander into the supposedly safer biomes where players with little experience and even less equipment are just waiting to be eaten. On top of that aside from the world border, both Ghosts and Dragons spawn in biomes that are quite bright. Travelling through the deep ocean at night and vaguely seeing an eel-like shape in the distant water is probably the most fear-inducing moment in the whole game
Sound and murky water makes them terrifying, that said
If you where here for when they eternally hunted you and didnt spawn until they where a foot in front you you, THAT was true nightmare fuel
or when one once wandered near my islands near the aurora and circled them and wouldnt leave, NOT OK
