Even when you do know where they are, it's still often faster or more convenient to just suck it up and craft purple artifacts (The real strength of the Cyclops. Not having to turn around or take a portal to the nearest base with a fabricator).
Oh, right. When you see a blue one. MAKE SURE TO SCAN IT FIRST.
That opens the Lost River Research Facility.
Also, if you are wondering about the purple tablets/artefacts, this may help you:

Though currently, despite the fact it takes a one of a kind orange artifact to open... There is basically not much in there except some lore details you'd already know, and a couple ion crystals. You can complete the game without ever going there (But then, you can currently complete the game without ever going to the disease research lab either).
As for why I said "Scan the blue artifact!!!11!1!". A common stumble people run into is that there is only one blue artifact in the game, but you need two. But you will have no way of knowing you needed two until you've already used the first one (Or if you read it in a wiki/forums ahead of time). But once you use the thing, you have nothing to scan to unlock crafting it.
Please tell me I overlooked it now auto-unlocking the blue artifact blueprint for picking it up, or some other wonderful QoL fix.
