Try and keep pushing it. If that doesen't help, you can resort to swim far away and then come back. This will either make the seamoth get stuck in the ground permanently or move it just enough for you to save it. It's a 50/50 but if it's truly stuck then you have no choice. Or use the repulsion cannon.
Repulsion cannon didn't work on seamoth dirctly but you can shoot objects at it to move it slowly.
Be careful, it causes damage and you could easy destroy the seamoth with out repairing it as you go.
that being said wonder if you could just build a moonpool above it and it would be picked up?
