Is there an in-game function to show the current frames per second? Not the steam global one. Just this one game.

Target framerate is what it's trying to do, not what it actually is.
How do I open the console?

Actually, it's better to activate the FPS option in Steam itself. While in your Game Library, click on the word "Steam" in the upper left corner, then "Settings" and finally "In-Game". Mid-way down you'll find "In-Game FPS counter" and the option to make it show wherever you like on the screen.
