EDIT: No, wait, it was the mountain biome I first saw them in. They were hanging around a Reaper Leviathon.
(I might sound whiny, but I have to admit the idea of something stalking you long distance Herobrine-style sounds like an amazing/terrifying game mechanic. I really hope they develop it further.)

Anyway, the Safe Shallows and the Grassy Plateaus seem fine. I think the Warpers only come after you when you are below a certain depth. And the wiki shouldn't be too helpful here with that issue we are currently having regarding creature ranges. The Warpers might not be following you at all. It may just be that bug again.

Yes, I just had this pleasure in the Sea Treader's Path biome on the Blood Kelp/Sparse Reef borders while I was looking for the wreck there and discovered some fragments on the seafloor. I left my Seamoth in glee to scan the fragments (Nuclear Reactor and Filtration System) and -zap - enter 3 Warpers, attacking me. I died 2 times (mentally a lot more) before I had the fragments scanned and was out of there. Oh the joy!
I have experienced that the Warpers get more aggressive towards you "after that certain point", including warping me out of my Seamoth and PRAWN suit and warping in Stalkers and Sandsharks but I sure hope that does not mean they will follow me around all the time some day!
The second time was in the Grand Reef biome! One minute I was in my Seamoth and the next I was in the middle of nowhere! I had to swim back to base to get the cyclops to go retrieve my Seamoth! Good times ! Lol
