If you need help finding fragments, gather mats for a small outpost. Scanning Room + Range Upgrades + Hud Upgrade + Hatch + some Solar Panels - you can fit it all in your inventory, and just swim around scanning for fragments in different biomes.

There is one exit that will allow you to stop halfway up and leap out with the base model. I believe it is near lifepod 17, but I could be wrong and it may be further north from there.
Took me hell and back to actually find the seamoth fragments in my game. I got and built my prawn even before I had those... What happened is that the fragments in question were "hidden" in the landscape (the red grass in this instance if I remember well) and I probably passed them regularly without noticing.
