Can i build the rocket

You can build it as soon as you get the blueprint (provided you have the materials). You just can't launch it until you turn off the enforcement platform.

You can start building The Neptune, but you won't be able to complete it without late-game resources found in the last location. Also if you just get them and build it, you won't be able to launch it until you disable The Enforcement Platform. And to do this you'll need to cure yourself and help The Emperor.

I go down there with just oxygen tanks and swim without a vehicle or anything. If there is something trying to eat me, I just pop it in the face with a stasis rifle and it's not that scary. It doesn't matter if it's a reaper leviathan, ghost, or sea dragon.
