My guess is he means actual mods like on nexus.
There are no additional subs that I know of. Only mods that affect the exisiting ones.
Your best bet is just to install QMods and browse the nexus for whatever you want just like you would for Skyrim or Fallout or any other game you'd mod. If a mod requires anything extra (Modding Helper, QMods Utility, etc.) it will be listed as a requirement.
That or follow one of the organized mod list threads on SN's forums, like this one: https://forums.unknownworlds.com/discussion/comment/2390946/
For OP, if you are starting form scratch, you can always just go to Nexus, sort the mods by "Endorsements" and start looking through some of the most popular and well received mods.

I'm honestly not sure that additional vehicles can be added. I think vehicles are one of the few things that we would need an actual DevKit to add and that's why people have focused on making mods that dramatically change the functionality of the vehicles we already have.
