You could also try the console dig command near it. Then build your base. Not sure what would happen after the terrain resets tho.
Same tactic worked on reefbacks that were humping your base.

It's not letting my build over it. It blocks the build.
Dig command then build? Would that work?
"dig 10" in the console. Might want to start with a smaller number than 10 and see how it goes. And be next to the bush.
Though I would have thought the very reason to want to build in the bulb zone was so you could see plants like that out of your window.
Terrain reset and try knifing it again? Doubt it will change anything tho. Gonna have to have someone else weigh in on that tho.
If even THAT doesn't work, then give up and quit complaining. You could make a really cool base just going around it, and if you really need space, (which I don't see how you would need that much space. I was able to beat the game 3 times with just 2 rooms and a cyclops) just make it 2-level or 3-level.
