Are you stuck on a rock outcrop? (use the video camera button on the hud to look around with the sub cameras).
Ctrl for me. Can't remember if I changed that in options or not...
Either way. Whatever buttons you use to go vertically up and down when out swimming and/or in the seamoth are what you use when in the cyclops to do the same.
At least the fact you figured that part out yourself proves that while you might feel like one, you're not.
