Or just look about a lot. There's three different places on the map it can be found each at a different depth, the fist of which is above the water line on one of the two islands.
Both of which are linked in such a way that even if you find the wrong one, you can still get strait to the right one if you follow some glowing blocks into a cave.
And even if that fails, the raido will lead you to it eventually.
As to how to manage.
Just build a base without out one using the corridors, you don't need a room to be able to place lockers and wall lockers or any of the other basic stuff.
Personally if you need a place to put stuff, just build a 'shed' below the lifepod. Little more than a single "X" piece you can stick a door on, a solar pannel to keep the lights on and fill with glass lockers. If you place the door on the floor or the roof it also gives you more room to place things.

There are three different locations across the map that you can find the fragments for the multipurpose room. Not everything comes to you easily in life sometimes you do have to make an effort all on your own. But if you do want help then you can easily open the Subnautica wiki.

I didn't think to see if the pipes would work as a living quarters before as I thought I had nothing but useless pipes and no rooms. Little did I know what I had.
But I did find the island very early when exploring for rooms. I almost didn't go on it at that time as I figured I'd get a mission. But it looked cool, so I had to go explore. Apparently I found the MP room there. I must have been scanning under duress when I discovered it and didn't notice it until later on.
But now I know for next time, so I don't have to waste time making those floating lockers.
Actually, you never come across it at all that I had to finish the game without finding it during my first play. Then on the following playthroughs, I explored more places that I didn't have to and then went Aaaah, there it was. Well why the heck is it here?! You would think it's such an important base piece that it would either be provided from the get go or it would be relatively easier to find. Oh well. Nevertheless it's located in two places that you do not have to explore for story purposes. It's funny a bit.
The main room being hidden in optional places.
When doing story quests you need to really WIDEN your exploration area. You cant just go to a story location, do the story objective and then leave. For the Multipurpose Room here is the story mission that leads you to it
1) get a few radio messages from the Sunbeam, eventually you get have to go meet it
2) wait for Sunbeam event to complete
3) explore the Alien structure at Gun Island, retrieve an Ion Cube
4) explore the Island that the Alien Structure is next to
5) explore the tunnel system until you find the portal, the Ion Cube will activate it
6) step through the portal and end up at Floating Island
7) explore Floating Island and find the Multi-Purpose room on top of some mountains
There is another story mission that leads you to Floating Island and that should be the First Officer or CTO Yu's distress beacon
