How does time capsule voting work?

I'd really like to know, because I put some pretty special stuff in mine, like a couple diamonds, a thermoblade, water, and a peeper that someone else left for me in their time capsule

Once it gets 10 upvotes it is included in the game, regardless of how many downvotes it has gotten.

I noticed some people tend to like to... Stuff their capsules with things that should be earned, which is why I stocked mine with the things I listed :)
