Vehicle Upgrade Console placement?

I have the VUC, I have all the materials needed to place it, but it won't let me place it anywhere...? What do I do?

You can only place it in the moon pool amd only on the sides. Try aiming at the slim bar near the roof

In the moonpool... its a little wonky... get it to start up toward the celing then look down and fine the console (gloing translucent blue) and finish it off

you can put it at any of the attachemnt points in the moonpool.. on any of the four walls
