I just park it above and then swim down with the rebreather/seaglide.
Honestly though you should go find the cyclops instead of making it so hard on yourself. That thing is amazing when you first get it.
Basically it's in layers of depths.
In the shallows you're only going to find tools and crap the low level stuff.
As you go deeper and deeper better and better blue prints show up.
You need to search wrecks, but the ones that are bit deeper. Think you can find it around 200m. Took me a while too but I just kept searching deeper.
