how to open .tour files?

I was just looking around in the game's files when I found some files with the type of '.tour '. I looked up how to open them and got a program called ITN converter, but it didn't work because it couldn't recognise the file type apparently which is strange as .tour files are used in GPS systems as far as I know and the ITN converter opens all kinds of different GPS files.
Does anyone know any programs that I could use in order to open these that are preferably free or, if not, give me some assistance in opening them with the ITN converter?

Not always, but sometimes devs like to rename zip files!
Maybe it's just a text file that you can open with notepad++

They’re definately not text files, although they can be opened with notepad and another similar application that I have, and I don’t believe that they are renamed or something for the unity engine. Any other suggestions?

Open with a hex editor and you can see what it is.

File extensions don't necessarily tell you anything about the file type, as you can rename or save any file with any extension you like. Also, you can open any file in a text editor, so that doesn't tell you anything either.

That aside, why in the world would they be "GPS files" in the first place?

That's right!
On my Huawei phone I have bla.theme files!
If I rename theme to zip I have a "folder" with all related files for that theme (.png etc.)
