it sure is. Also even if you do turn it off it still shoots down the Sunbeam when it tries to rescue you!
It isn't supposed to (see http://subnautica.wikia.com/wiki/Sunbeam), but between the last Early Access release and the released version, something went wrong with the alternate script -- some people have reported success getting the alternate script to fire, but...
For the OP: The code to get the plans for the rocket is received via the radio. If you've been ignoring the radio for the entire game, then... Well, you can look it up on the wiki or you can wait while it gives you directions to several pods prior to giving you the code. If you haven't been ignoring the message, the code will appear in your databank, under "Codes and Clues".
