How do I get air to my base.
Very confusing. if I hit tab and goto "blueprints" i see "floating air pump" and "pipe" but I have no idea how to build this. it is not in the fabricator or anywhere else that I can tell.

Solar panels. Pumps and pipes are for an air source outside the base.

But my base is underwater its just one "t" junction. How is that supposed to have a solar panel.

You build them on top or nearby with the habitat builder.

You only need some form of power. It needn't be solar, you could build a bio reactor, thermal plant or nuclear plant if you've found the parts. But solar works underwater too, it just gets less and less efficient the deeper you go.

Edit: Up to a certain point, of course.

Cool that worked, thanks!

Yea don't worry about O2, it was never really implemented well. If you have a base just give it a power source and it will come online no matter where it is. As others have mentioned solar panels are great for a first base in/near the shallows (think they work til 150-200m losing effeciacy the deeper you go). Just put them on the roof so it looks cool lol.
