However, there is still a niche situation where that may be desireable to transfer power, so i kept my power cell charger on my sub.
As to the OP, my Cyclops IS my base. Everything i can put in a base, i put on my sub. If actual weight was a thing, my sub would sink to the bottom faster than a stone. I have dozens of storage lockers, plants for food and water, full upgrades, crafting stations, chargers - pretty much anything i might want, that was able to be placed on a sub, i have it on my Cyclops.
If you want a net energy gain for your Cyclops with powercell chargers then you will need one or more Engine Efficiency modules. Most likely those who say you can recharge batteries and powercells on the Cyclops have those. The 1-to-1 ratio is what I would expect from one Engine Efficiency Module and a positive net energy gain would require more than one. And I seem to recall that these modules do stack.
There was a point in time when you could use the power cell recharger inside your cyclops cheaply enough to result in infinite energy. Devs fixed that. Now it doesnt make any sense to place a recharger inside the cyclops since there si no advantage to doing that. You would just be moving the power from one cell to another.
Best bet is to have a couple mini bases you can recharge your cells at
It also doesn't have very good defenses. Decoys and silent mode are basically it. Both can save you, but if you're out of decoys and see nothing but teeth in your viewscreen, you're kind of toast.
Secondly to hold enough mats to rebuild if anything goes wrong, and it probably will eventually if you're running around in one all the time.
I don't recommend stocking the Cyclops with all your stuff. Supply it well, but don't put all your eggs in that basket, or it will really hurt when you a Leviathan level threat decides to ruin your day.

The Cyclops Engine Efficiency module is awesome, but more importantly the Cyclops Thermal Reactor module makes in-house battery recharging non-problematic. Whenever youre near a thermal event the Cyclops batteries will recharge - and inturn feed that charge into your battery rechargers. Congratulations - youre infinite. Works perfectly for deep laval exploration and mining.
There's only so much room on the cyclops to build lockers and I'm a bit of a pack rat. I pick up every bloody thing I can find and that fills up the lockers real quick
