Not sure why you would be doing that since you can build another fabricator in your base and use that instead of the one in the lifepod.
Degasi bases are bases which other human survivors had built, they look like the base you can build, only abandoned. And not it's not a base under an island, it's in the jelly shroom cave, which is in the centre below the safe shallows and creepvine areas and has a few entrance points.
The Degassi base in question is the one in the Jellyshroom caverns. Entrance to that is near the lifepod 17 beacon. You get that message pretty early from Ozzy in the cafeteria
Just a heads up though, if you haven't used the water filtration machine before its a bit of a power hog. You may need to beef up your power generation if you also plan on doing a lot of crafting at your base.
So make a large aquarium and .... easy water.

Look for a tunnel / cave system downwards. It's the first time the game introduces you to the Z axis properly.
