It's a luck of the draw issue that's been around a large hunk of the dev cycle. Sometimes you'll find a big pile of fragments for something all within 15 feet of eachother and unlock it instantly, then the next playthrough you'll go seven hours without finding enough for the very same item you found so quickly last time.
When they made even more stuff into fragements that used to be defaults (beacons,, etc) it only made the existing issue worse rather than better.
The sacrastic answer is a **** you got mine style "LOL just look harder bro, did I tell you about my photographic memory? Which totally helps with RNG based fragments types."
The honest but unfortunate answer is "It's the fragment RNG that's the real problem, not you. So uh... it's still look harder."
Yeah this was my main concern, that I would get the short end of the stick and have to stop everything and start the tedious hunt for that last fragment I need while burning through fuel and food. Now that I know the materials in the world are finite, it is even more frustrating because I know I am losing precious copper without the ability to charge my batteries. I wish essential stuff like this was easier to find/at a fixed place/given by the game automatically.
Battery charger fragments are "supposed" to spawn out in the open generally (though wrecks are certainly possible). But, well. It's a roll of the dice if it's a battery charger fragment, or something else that can spawn in that particular biome.
Your main interest in sealed wrecks will be the fact some of them will have data boxes inside them. Another source of blueprints in the game.
Well, I got lucky and already have the laser cutter blueprint. I hope the last fragment I need for the battery charger is in that room that needs a laser cutter to get into. Otherwise I am all out of ideas except to go back to that Degsai base (the island thing) to see if I have missed anything.

Still worth checking out in case the data boxes in some of them are for objects you have not yet unlocked.
Though what could have been full of battery fragments for one player, could instead have rolled "Oh my god, I don't need more laser cutter and propulsion cannon fragments." for other players in any given playthrough.
Luck is a bigger factor even if you know the game like the back of your hand and have followed the development for years, for any system set up like this.
