Report a translation problem
You have to save, close the game and restart it to get them again.
Even then it doesn't work. Used cheats to get my Seamoth unstuck (was in a wall), saved, restarted, built my Cyclops, didn't get the achievement.
Took the previous save (had made a backup), built the Cyclops, got the achievement.
So no, if you use cheats, achievements are disabled forever. That or the achievements are buggy as hell.
So long as you start the game with the commands disabled and you keep them disabled until you get the achievement you are trying for they will unlock. Only expection are the last two for leaving the planet. Those aren't availible yet for some reason.
It seems they disable achievements for the session rather than poisoning your save file; though I haven't done extensive testing.
I spawned in a ion battery to test this to get an achievement
The Fourteen Thousand leagues
And then I went to the research facility to get the achievement, it didn't work
saved and restarted the game
and boom got the achivement
