How to find Time Capsules
So from what I've heard, you need to beat the game to get them...but you need a time capsule to beat the game...so...how exactly do you find them?

The game is already easy to beat. Why make it easier with "time capsules?" What makes this game enjoyable is the environment and the ambience, not the storyline as much.

Here's 4 locations I've managed to find Time Capsules (coordinates are X, Y and Z [ X = West/East, Y = Depth, Z = North/South ]). Coordinates aren't exact locations of time capsules, rather, time capsules will spawn in the general vicinity of these coordinates.

-1782, -262, 712
790, -26, 79
340, -283, 1451
-729, -291, -744

In case anyone doesn't know, press F1 to show the window which details your coordinates (titled something along the lines of "camera position") among other uneccesary stuff.

I did not know how to do this. It always bugged me that people talked of coordinates and such for wrecks and I could never see anything about how to view them. This will be a major help to me so as to orient me in the world.

All the capsules I have found, about 5 across 2 plays, they have been near wrecks (including life pods). Not sure if this is just because it's where I'm looking more because of the wreck, of if their more likely to spawn with them.

Keep looking, as you play along you will come across them. After hearing about them for the first time about a week ago I have now found around 5 of them total.

The specific quote is that they are "downloaded on the fly". Pretty straightforward (apologies for not using the correct term, my bad)

Captain here:
40 time capsules are downloaded as soon as you start a new game (if you start a new game without internet access - offline mode - you wont get any time capsules).
They are randomly distributed around the surface of the world (dropped into the game and settle on the ground type of thing) so you're not going to find them in caves or the deep world. They don't drop outside of the formal map either (abyss).

If you have to delete the cache files to fix a bug, the time capsules will still be in the world, they don't get reset.

The most I've found so far was 11.

I found a capsule and had 3 wall posters, a mini submarine, a baseball cap and a stuffed toy in it... Is it possible to design posters to put in it or were they made by the devs?

i found 2 so far in all my time playing 1 was by a developer "Or so he claims" and had a image of artwork of early concept of subnautica it was deep in the grand reef about 400 metters down "Near ish the crater edge" by some sea treaders and a ghost leviathan just south of the 400 metter wreck below the floating island

the second onew was a image about sammy the safety reaper and how to feed him the 9 peepers he placed there it was in shallow waters near the aurora "Like right next to it"

I have noticed that the spawn spots are only semi-random. From reading ppl mentioning where they found them and comparing what I've found, they have set spawn points, but enough of them so they aren't always in a given place... I wonder if anyone has tried to compile a list of rough coords where they spawn?
