Report a translation problem
Both within zones and between zones.
They are sudo-random. The fragments spawn in specific Biomes. Within those Biome it CAN vary in locaton.
Sounds to me like you are just bad at effective searching.
Maybe try a different approach? Look in wrecks you have not looked before? Use beacons to keep track of where you have been?
If you first don't succeed... keep trying. The parts for the Battery Charger are there. Just keep looking.
And after a couple of playthroughs i'm pretty sure it's randomized indeed. But still i find fragments basicly everywhere i go.

I spent four hours looking for Moonpool fragments. Finally managed to get them after a rather hair raising adventure to the Reef (pushing the limits of my unmodified Seamoth's crush depth), only to find out there were two fragments a minute or so's easy seaglide ride away from my base while cobbling together the resources to build it. Best bit of course is that almost every wreck I've visited since has had at least one Moonpool fragment.
I reckon the Boomerang fish move them around deliberately as revenge for their friends I accidentally ran over in the Seamoth.
You JUST got rad suit and are complaining about not finding a battery charger?
I'm sorry man. Your doing it wrong.
