You probably found a precursor cache, which isn't the PDR
It has a giant skeleton with alien doodads built around it. It has a force field that requires a one of a kind artifact to open found only inside a Degasi base.
But that place (currently) is essentially fluff and a couple ion crystals.
The actual "Plot base" is down a side path in the lost river and wont render until you've already driven through the thing half the time with the whole place popping in once you are right next to it. So you may have looked right at the entrance to that base several times only to ignore it because "Oh, looks like nothing is in that dead end room".
That said? You can actually straight up skip the disease research base and start making your way to the lava biomes. It's the only one you can just straight up skip and still complete the plot. You only have to go there if you want more lore text, but most of what that place says, is already said elsewhere.
Even when it does give a signal for the thermal plant (Sometimes I get it, sometimes I don't, sometimes game upddates erase my signal to the thermal plant), there really isn't all that much down in the lava biomes and finding the Alien Thermal Plant is just a matter of "Keep driving", same with the Alien Containment Facility.
If I recall right, I think the Disease Research Facility is also the only alien base with no warp gates, making it truly a dead end destination.
I think you drop down to about 800 meters, down a waterfall or deep hole, and there's a lot of poisonous green fog pools and manta rays. Sudden deep drop, so should see it quite easily. If you look around you'll run across the bits and pieces of the main facility, follow them back to the big facility itself.
Shouldn't be more than 200 meters from where you drop down to the 800 meter range, not far at all. Might be around a corner so not direct line of sight, but it's close, and lots of debris and alien pipes and such around the base marking it's general location.
The entrance to the disease facility itself is on its east side near the top iirc. Big rectangular hole/doorway. Circled the damn thing like 10 times trying to find the entrance. It's flooded, so you'll want to bring something for air supply and maybe a dive reel to get back out before your air runs out.
The dragon remains are near the research facility.
