Consider floater island's surface bases, for example. Sure, there are the destroyed remains of searchlights laying around... But do you see the remains of any power sources? Nope.
Man. No wonder they all died. They would have run out of air anyways "We finished our deep grand reef base!" "That's nice. Where are we getting out air from?" "...I knew I forgot something."
The Mushroom Cave base is a dead end, the three on the Floating Island are, well, on an island and using them would be very annoying because of the time it would take to reach them.
Realistically, the only one that is in a suitable location to be used is the one in the Deeper Grand Reef and since it's the only one, implementing a the mechanic to repair those bases would be a waste of time, imho.
Unless they make player built bases destructible so that restoring them would become an actual mechanic. But that would be a bad idea because it would be impossible to have a base anywhere near a place with predators - which is pretty much everywhere - since it would just get destroyed while you're out exploring.
Starting up a brand new game and already having gaspods spamming your lifepod within 30 seconds of entering the water for the first time, even in recent times.
That wouldn't work either as the Crabsquids would keep shutting down the power with their EMP.
Which is why you need an automated base defense.
What's a problem to build power sources?
Sun, for example, Bioreactor, Nuclear?

It would be much easier if I could repair, even just one dang general purpose room with a fabricator to get me going down there. Slap on a bio reactor and good to go. That cavern is HUGE.
Looks like I gotta go alllll the way back to my pod to make another batch of air piping before I find a suitable place to lay foundations
