You can get down there by visiting the Aurora first, and collecting the Pressure Regulator from either the PRAWN Bay, or the Seamoth Bay (one has the pressure regulator, the other has a storage compartment, both of which can be used on the seamoth and the PRAWN suit).
Once you've installed the pressure regulator, you can get as deep as 300m, plenty to get down to the Jellyshroom Caves base.
I thought that entrance had been removed? Not that I've gone looking for it, but I did hear it was taken out during the Aurora update. I will admit though, I could be very wrong here.
Also, with regard to the reapers, at that stage of the game, simply stay close to the surface to avoid them.
You can outswim the reaper with the seaglide. Just hope it doesn't spawn within the terrain and phase out of it to snack on you from below.
You can't get the moon pool fragments without the pressure compensator on the aurora. You can't build the vehicle modification station to allow you to protect your seamoth without the moon pool. There's really no choice but to brave the Aurora.
