It's in the seamoth bay, stuck in a console. You need the repair tool and the propulsion gun to get it.

In addition, you need the modifying station to bring this improvement to the moth and this station can only be placed in the Moonpool, which puts us back in the beginning.

It's in the Seamoth bay in a console standing upright about at the waterline.

You need to go the Aurora, forget about the moonpool for now.

man, you can upgrade without moon pool, look the screenshot http://steamcommunity.com/sharedfiles/filedetails/?id=862113498

You can put in the modules without the moonpool. You can access all areas of the aurora without a seamoth at all. You can also leave your seamoth at 180m and then take a bunch of O2 tanks and your seaglide and go further down to explore wrecks. Just keep an eye on your O2 and head back to the seamoth to reup it in plenty of time. And bring extra batteries for the power sucking seaglides. Hope this helps. Good Luck.
