High capacity tank not showing in crafter

I found the high capacity tank in the 3rd SOS signal and i can't craft it. Do I need the improvement tool you get in the kelp forest? I saw someone who could craft it without it and thats why I'm curious.

It should be in the fabricator under the equipment stuff, unless your talking about an ultra high capacity oxygen tank. That's crafted at a modification station

How did I see then on YT someone being able to craft it with the normal crafter? Thx for the reply
