as for how the water is disinfected: Sodium hypochlorite and more than likely used in the fabricator, mixed into water, it releases the chlorine on contact with water and when does the chlorine solution is filtered out and safe drinking water is left behind.
however the carar bacterium is clearly not filtered out, either because the chlorine mixture has no effect on the nasty little buggers or the fabricator wasn't programmed or designed to screen out alien life in the water and so have no way of dealing with it.
