Decoy launcher?
Can it be fired from other vehicles? Is there a portable launcher/gun?

No, but IIRC you can just drop one from your inventory.

Only launchers from the Cyclops at this time. Shoots from the conning tower and drops behind the sub, attracting predators for 30 secs. Works pretty good.

you have o find a blueprint for the decoy. after you found it you can craft the decoy in the fabrictor

According to the text label (it pays up to be on the translation team...) The decoy can be either manual (deploy by hand) or ejected from cyclops (seamoth cannot support such a large payload)
