That's not entirely true. You can build exterior corridors into many of the bases from the outside, or even directly inside in a few cases.
The build rules for starting a new base limit how high above the terrain a new base can be started, and if the alien base isn't too high off of the underlying terrain it is entirely possible to start building inside as long as there is enough room. Alternatively, it might be possible to build a string of corridors starting from outside the base and then removing the unwanted corridors once you get to the desired build spot.
I built a sizeable base in the cyclops moonpool in the precursor array in creative mode in the current stable version. Other than some colliders not matching up very well with the meshes, it wasn't particularly difficult given that there is terrain just under the moonpool so you don't even have to come in from the outside.
