Crashfish shot from the propulsion cannon used to do a lot of damage - they certainly one-shotted the Gasopods I tested them on - but people have been complaining they've been nerfed, so I don't know how effective they are currently. Plus he's bastardly hard to hit for such a big guy (moving unpredictably plus cheatly tiny hitbox far smaller than his model). I never actually got around to trying. Truthfully, I never needed him dead that badly to go to the trouble and risk.
If I did need to try, I'd use an up-armored Seamoth, shock him with the Perimeter Defense so he moves away from you, come up behind him on a Seaglide and hit him with stasis - carefully. The idea would be to try to leave some part of him that actually has a hitbox (i.e., not his back half) outside the stasis bubble so you can shoot it, but hold him still just long enough to switch to the cannon, whip out a crashfish, and blast him once. Then repeat (since he should continue to try to flee after being hit, in theory).
Likelihood of doing all this without running into another predator, him glitching into the ground, missing too many times or your shots just going through his model harmlessly, or accidentally chasing him into the Safe Shallows where you'll never get rid of him? Pretty low. Slow and annoying as it is, stasis-knifing is probably the way to go.
Power consumers shouldn't drain any power when they are not in use.
Just take a thermoblade a statis rifle with full battery (it took me around 50% energy) and freeze, slash approximately 10 times, step back and freeze him again. Look in my profile there is a screenshot of him dead
