You can get them as random loot from the chests at the mysterious ruins.

However, you do not need them for the tutorial. I assume your goal is to craft a beast bone spear. You can use beast bone instead of the sharp horn. It's one or the other you need, not both.

Or, if it is bronze shoes you need to craft, you can use sharp fangs instead.
