Breeding and NPC fail to water

For some reason NPCs will not fill the water trough for capybaras, even though I have a water jug in the breeding farm and a well. What gives?

There is plenty of space.

If "water jug" means the one you can drink from, gotta craft the "water bucket".

I got a water tank and a bucket in the breeding farm. NPC will not fill the water.

Shouldn't the NPC assigned to maintaining those things have the bucket in their inventory?

Yeah put the water bucket on the npc, he will refill it. Farmers need the same.
