So what stat actually matters in this game?
Sometimes I can't tell if levels means something or tribe perks your character is either doodoo even if you have the same thing last time. Gear seems to be major difference. Any advice?

Stat wise?
It depends on the weapon you want.
Perception for Bow, agility for swords, dual blades.
That stat blocks will say what they do for you.

If you mean Perks?
These are random aside from a few Tribe and type exclusives.
Try to get some good ones like weapon masters if your going to want a fighter, that way they tend to be better at dealing damage and can be used as -50% dmg battle partners. I usually try to find a weapon master for combat that has god perks for Bows like my current has -55% draw speed.

Proficiencies
You wanna find one that has the highest available in a weapon you want to use.
Highest i have seen so far is 124 unsure if it can be any higher.

Now finding one that has a perfect roll in all 3 is super rare so you kind of take the best of the worst until you get a solid one.

Armours Tend to be the biggest benefactor to your HP and defenses. Putting stats into maximizing HP is inefficient unless you like the other bonuses that stat also gives.

Weapons can make a decent improvement to damage output but having a high Proficiency in it is still a best sue case.

Body Levels is just how many stats they currently have and how many perks you can add / remove. I believe every x0 level you get a perk trade or buff ( 10/20/30/40/50 ) So sometimes if you nana customize them finding a low level barbarian can be better then a High level cuz then you can distribute stats to your liking rather then they random supplied ones.

Barbarians also have a quality which dictates more strength if you use Q to scan you see a Grey / green / blue / purple / gold /red icon ( red being the best )

I wanna know too, unsure if half theyr stats and perks are being used.

I got a golden great sword skill (autoattack when being attacked) and she has auto heal if standstill for 15seconds, but it activates more in 5 seconds. She is a keeper.

Yeah I understand all of this but there's just some dissonance on what I can fight against. I can have a Lvl 50 tribesman with weaponmaster minimum and struggling to a bunch of lvl 43+ outcast.
It might be a gear difference since it's just legendary bronze throughout but it's crazy that I have to treat it like it's a Dark souls boss every time.

ive been trying to find any info on this as well assuming that this games functions like the majority of rpgs with soft and hard caps on stats.

If you are new Give your char´s points ind Physique and so max. your hp.

Rest try to find a 100 and above (better 120) armorer. Give him tons of the tier in armor, where you are (Leather, Iron etc.), to craft until he´s craftin at least Epic or Legendary Armor.

You will grind the matz which you need for this and level your char and some of your prof.

If you then find one good masterwarrior who has in one or two weaponskill a max. 120 and above... (or guard or hunter)

The rest is then easy going...

make the same with an Weaponsmith etc.

Physique 100% hands down, get beefy than worry about other things. HOWEVER, you need the right Tribesman here is my main dudes awesome Perks, Weapon Master 10% DMG and ATK Speed - Steel Body - Endurance - Swift Pace - Weakness Thump - He is very strong!
