Campfires work as a re-spawn points as well as bonfires.
Options > Language & Other > NPC Channel - Chat > Toggle Off

Bonfires... so what you "could" do since this a private server. Get rid of building decay. Now you can build WHEREVER you want without an bonfire being needed to keep it safe from decay. The issue with moving to other bonfires is annoying and for now, I don't have a permanent fix but all light sources technically are the cause for this cuz of warmth and their comfort level. Your npcs want to be comfy and apart of that is good working conditions and places to relax when not working. What you can do is assign your npcs certain tasks that require them to go from place A to place B more often, such as go to work station and grab an item to put into an assigned box. This will 'help' them stay in the area you want. ANNOYING but can and does work... a little. You'll still encounter the annoying occurrence every now and then.
Losing NPCS due wanting to start over again... well, that comes with the territory of never getting too attached to your npcs. I mean we have an achievement to 'recruit' 100 of them for a reason. They're gonna die eventually and be lost forever anyways (the ones we don't save on the table anyways).
Best of luck buddy. Other options can be to set up patrols and those patrols can also serve as a way to keep them to an area.
