What you need for 100% legendary crafting?

30 skill for bone+quality item perk
60 for bronze
90 for iron
120 for steel

Just crafting level. Each tier of gear is a 30 weaponcrafting bracket 30/60/90/120 for bone/bronze/iron/steel. About halfway to the next tier you should be 100% for the previous. There is a flint exclusive craftsman trait that gives a 10% buff to weapon rarity that will grt you 100% at parity witb your tier. This is all asuming you choose the rarity proficiency bonuses.
