In the weapons perks what's STA-Down Damage +10%?

Press N to bring up tutorials. Under the section about combat they explain STA-Down.

Basically, every attack reduces an opponent's stamina. When they're out of stamina, they get stunned. More STA-Down damage means quicker drain of enemy stamina. It's very useful against enemies that defend as they still suffer stamina damage when blocking/defending.
