I got mine cotton at chests in scout camps, lol.

I found cotton seeds in random chest loot. Haven't even been to barracks yet.

When you put down a new farm plot it's got only enough fertilizer for 1 plant. You need to make sure the farm got enough fertilizer for the type of crop(s) you are trying to grow.
