I've never not gotten cotton there in over a 50 trips, did you check both sides of the gate.
Getting to bronze age to make a granary was a bit not nice but i understand its for game pacing and progression.
Also some barracks bases have farms you can raid and they appear to grow random byproduct.
You can plant and harvest crops yourself. Set the farmplot to the crop type you want, equip the seeds like a tool, "build" them onto the plot. Done. Look at the farmland and it tells you if it want water or fertilizer.
Almost the same. Have a waterskin or a water tank in your bag, go to some water, "use" the water, your containers are filled. Put them in the quick bar. Use them like you would use a tool on the field.
