Try enabling Hardware-Accelerated GPU Scheduling in Windows 10. Press Windows key on your keyboard and type "graphics" and press enter Graphics settings menu should open.
In the Graphics settings menu toggle the "Hardware-accelerated GPU scheduling" option. Restart PC.

weird i have a RTX 4070ti super, and i had no problems turing that on.
maybe you have that AMD fidality on, that's the same as DLSS but for amd cards, i imagine if you turn that on, dlss disables (not sure just using logic)

I am running a 4070 ti super and can turn it on as well . Have you tried updating your drivers ?

I'm using a 4090, updated my drivers and still no difference. DLSS is still greyed out for me.

change your game from window full screen to Full screen. The tool tip next to it tells you that it wont work in windows full screen. and that is what seems to default too

Game is on fullscreen, vsync off, amd fidelity is off. My friend is on an older driver/verson and he does not have any problem.

This is actually the way.
Unreal Engine, for whatever reason, especially UE4.2X, is prone to some buggy boolean settings, reverting stuff and completely disabling it on the go.
I even switched to UE5 due to this reason, as my testing and viewport usage was buggy as hell due to 3rd-party plugins like DLSS, FSR, FG and Co.
